Not a tradecraft manual

This reconstruction avoids instructions for modern surveillance, evasion, coercive interrogation, or clandestine policing. It is a historical decision-analysis and accountability page.

Source humility

Baker’s printed account can be vivid and useful, but it is also self-defensive and contested. Case units should be read with confidence bands, not as verbatim archival fact.

Main lesson
