Not a manual

This is not a guide to surveillance, espionage, recruitment, warrant execution, interrogation, or modern domestic-security practice. It is a historical reading page for decisions, institutions, evidence, law, and failure modes.

Domestic-security caution

Kell’s world involved real hostile espionage and also spy-mania, wartime fear, imperial politics, and political-subversion anxieties. The page therefore keeps false-positive risk and civil-liberties pressure visible in every family.
