Limits, ethics, and use

Not a manual

This is not a guide to revolutionary organization, coercive politics, propaganda, clandestine activity, or modern influence operations. It is a historical reading instrument for decisions, institutions, language, and consequences.

Contested legacy

Zhou’s record includes extraordinary diplomacy and administrative competence, but also responsibility as a senior leader within a party-state that produced famine, persecution, and political violence. The page does not sanitize that tension.
