Tracing the biological-weapons branch of the “China threat” discourse: provenance, authorship, intellectual genealogy, and policy transmission

Research trigger and problem

This inquiry began after I watched Hillsdale College’s newly posted video China’s Most Dangerous Weapon Can Fit in Your Pocket on July 30, 2026. The video republishes a March 7, 2023 lecture in which Brian T. Kennedy, chairman of the Committee on the Present Danger: China, treats an alleged secret speech attributed to former Chinese defense minister Chi Haotian as a central source for a claimed Chinese biological-war strategy against the United States.

Broader research frame: this is also a bounded genealogy of what is often called the “China threat theory” or “China threat discourse” (中國威脅論). It does not attempt to reconstruct every military, economic, technological, political, or ideological branch of that discourse. It isolates one subset: the proposition that the PRC or PLA poses a covert biological-weapons threat, together with the documents, translations, commentators, institutions, and retrospective events through which that proposition acquired authority and policy salience. The source chain also contains accusations directed at Western actors and combined-actor models; those are examined where they illuminate borrowing, reversal, amplification, and ultimate source independence.

Scope of the author inventory: the names presently examined are not a complete census of everyone who has written about a Chinese biological-weapons threat. The project is being expanded into separate author, analyst, document-transmission, and institutional-amplification registers so that concept origin, publication, later interpretation, and policy circulation are not collapsed into a single list. A person may occupy more than one register at different stages. Bill Gertz of Victory Over Communism (VOC), for example, belongs in the broader China-threat-author register and, where his later work applies the theory to COVID-19, in the COVID-era amplification register; Dany Shoham belongs in the pre-COVID Western biological-warfare-analysis register. Placement in a register identifies a source-chain role for investigation and does not validate the underlying allegation.

The recurring Israeli node: Dany Shoham’s role adds a cross-chain question because Israel is already present in the earlier corpus. The anonymous 2005 text portrays Israel as a leading center of genetic-weapons research and alleges Chinese access to Israeli technology, while He Xin’s broader writings also place Israeli or Jewish actors and Western financial networks within his explanatory framework. Shoham’s later position as an Israeli biological-warfare analyst cited in the Gertz stream therefore creates a recurring Israeli node across Chinese precursor narratives and later Western analysis. This recurrence does not establish that Shoham relied on either text, that the sources coordinated, or that any allegation is true. It identifies a concrete source-independence test: whether the Shoham–Gertz stream arose from genuinely distinct access or ultimately intersects with the same earlier narrative, institutional, translated-source, or briefing environment.

The object of study is therefore the genealogy and evidentiary structure of a threat claim, not a presumption that the claim is true or false. The alleged Chi text is treated as a high-impact transmission node linking earlier Chinese-language materials, later American threat interpretation, COVID-era retrospective confirmation, and policy-facing advocacy.

A confirmed same-year comparator: the anonymous Chi document is not the only 2005 record in which a PRC military figure was associated with extreme escalation over Taiwan. On July 14, 2005, Major General Zhu Chenghu (朱成虎), then dean of the PLA National Defense University’s College of Defense Studies, told visiting foreign correspondents that if U.S. missiles or precision-guided weapons struck targets inside Chinese territory during a Taiwan conflict, China would have to respond with nuclear weapons; he also described accepting the destruction of Chinese cities east of Xi’an while threatening the destruction of hundreds of American cities. The occurrence and attribution of Zhu’s statement are confirmed by contemporaneous reporting. Its institutional status is not: Zhu called it his personal view, the Foreign Ministry said it was not government policy, and he was later reported to have received an administrative demerit and a one-year promotion bar. Zhu therefore provides a documented comparator for the anonymous text’s sacrifice-and-escalation logic, but he does not authenticate the Chi attribution, establish a biological-warfare doctrine, or prove that his view represented the PLA or CCP as a whole.

Corporate-state, regime durability, and network implication: a researcher-supplied anti-CCP commentary interprets Zhu’s statement through a fascism comparison and invokes Michael A. Ledeen’s February 22, 2002 Wall Street Journal essay, “From Communism to Fascism?” Ledeen described China as a developing corporatist or “corporate-state” system in which Party rule, state authority, commercial enterprise, elite office, nationalism, and coercive political control could coexist. The supplied continuation adds a resilience argument: fascist systems may become stable, attract real mass support, mobilize society effectively, and resist democratization rather than collapsing automatically from internal contradiction. It invokes Taiwan’s democratic development as the nearby alternative that PRC rulers would be expected to fear as a demonstration effect. These are interpretive propositions, not self-proving historical facts. The claim that Nazi Germany and Fascist Italy encountered no resistance before military defeat is too categorical; opposition, elite conflict, repression, economic strain, and different collapse dynamics must remain in the historical record. The useful research implication is narrower: neither ideological exhaustion nor public anti-communism guarantees institutional separation from a durable party-corporate system. The project therefore makes the relational structure—money, ownership, control rights, market access, appointments, coercive capacity, lobbying, technology transfer, mass mobilization, and social-network transmission—the primary object of verification.

Bidirectional regime movement under Xi: Ledeen’s “from communism to fascism” formula need not be treated as a permanent one-way destination. Under Xi Jinping, the same hybrid system can also be examined through the reverse question—“From Fascism to Communism?”—meaning a movement away from the comparatively looser market-corporatist bargain of the reform era toward more explicit Leninist Party supremacy, ideological discipline, centralized leadership, security governance, and subordination of private capital to national strategy. This is a directional hypothesis, not a claim that China has restored Mao’s command economy: the private sector remains economically indispensable, the 2025 Private Sector Promotion Law formally protects and promotes it, and Xi continues to solicit private-enterprise participation. The analytical point is that large-scale private ownership can coexist with stronger Party command. Russia supplies a functional comparator—militarized state capitalism, conditional property rights, personalist rule, and business subordination to state priorities—but not evidence of communist restoration. The United States must be examined with the same indicators rather than presumed immune: executive aggrandizement, weakened legislative or judicial constraint, politicization of the civil service, state-business patronage, pressure on media, academia, and civil society, election interference, and normalization of emergency or national-security rationales. Similar indicators do not make the three systems equivalent; they identify a direction of institutional travel that should be measured before ideological labels are assigned.

Methodological boundary: neither the recurrence of an allegation nor the convergence of interests, targets, or narratives establishes that the allegation is true. This project does not begin by selecting the West, the CCP/PLA, or a combined-actor theory as the correct explanation. It reconstructs the chain of information or alleged intelligence backward: who accused whom, where each proposition first appeared in the recoverable record, how it was reformulated or amplified, and how close the surviving sources can be traced toward their documentary root. A central purpose is to test ultimate source independence: three or more speakers may appear independent because they publish through different institutions while still deriving their claims from one higher-level source, briefing, intermediary, or earlier text. Such repetition remains one source stream. By contrast, genuinely independent accounts arising through distinct access paths may possess greater evidentiary or intelligence value, although independence alone does not establish accuracy. The earliest recoverable source may itself remain downstream from an older, unrecovered origin.

That connection creates a plausible policy-transmission route whose official use requires internal briefing or decision records.

A second trigger was the recurrence of the same chronological anchor in Gordon G. Chang’s public commentary. Chang and Kennedy both place unusual weight on May 2019 and the phrase “People’s War.” At the outset, however, that recurrence was treated as a set of unanswered questions rather than as corroboration: how widely had the interpretation circulated; was it being used as the starting point for a broader theory of conflict; what did the underlying May 2019 text itself establish; and had the speakers reached the interpretation independently, inherited it through a shared public source chain, or received common briefings? Each question could supply a sufficient reason, a necessary reason, or both, for undertaking this study. Section 01 states the decision rule; Section 07 returns an answer to every question.

The originating OSINT question
“I want to find the true author and original source of this article: blog.creaders.net/u/460/202002/366547.html. Who was the first person on the Internet to express the idea—even if the wording differs— ‘If a biological-weapons attack succeeds, the Chinese people will pay the smallest possible price in the struggle against the United States.’?”

This backward search, rather than any prior decision to investigate He Xin, brought He Xin (何新) into the evidentiary field. His 2002 population-depletion narrative predates the anonymous article, and his 2003 biological-warfare essay adds the ideas of covert viral attack and strategic Chinese study. Those findings make him an upstream origin-of-information subject; authorship remains a separate provenance question.

Research Problem, Scope, and Evidentiary Design

The inquiry separates political significance from documentary authenticity and treats influence as a reason to investigate while reserving proof for provenance.

Kennedy treats the alleged speech as a central source. After introducing Unrestricted Warfare, he devotes a substantial part of the lecture to quoting and interpreting the text as evidence of a Chinese plan to depopulate and occupy the United States. Within that argument, the anonymous document functions as a principal source. Its renewed prominence creates a legitimate International Relations and International Law research problem: how can an unauthenticated text acquire sufficient institutional authority to shape threat perception and potentially enter policy discourse?

The research objective is narrower than proving or disproving every claim about China, and narrower than writing a complete history of 中國威脅論. It is to reconstruct the biological-weapons branch of that discourse around a specific documentary node: identify the alleged speech’s earliest recoverable form, distinguish authorship from transmission, reconstruct its intellectual inputs, test the Chi Haotian attribution, determine whether later voices are genuinely independent, and identify how repetition was converted into the appearance of corroboration.

Broader frame · the biological-weapons branch of 中國威脅論

“China threat theory” is used here as the name of a contested discourse family, not as a single coherent doctrine and not as a conclusion endorsed by this journal. The present case study asks how one biological-threat proposition was assembled and transmitted: that Chinese state or military actors possessed, intended, or implemented a covert biological-weapons strategy against the United States or other populations. It traces the proposition backward through quotation, paraphrase, translation, ideological reversal, retrospective interpretation, and institutional amplification.

The page therefore contributes to the history of China-threat construction at a deliberately limited scale. It does not claim to locate the origin of every China-threat argument. It seeks the earliest recoverable roots of this particular biological-weapons branch and tests whether its apparently multiple supporting voices derive from independent access paths or from a smaller number of common upstream sources.

Expanded project · author, analyst, and transmission registers

The project does not treat every person or institution that repeats a biological-threat claim as the same kind of source. It separates conceptual authorship, document production, analysis, republication, and amplification. This prevents a later commentator from being mistaken for an originator and prevents several downstream outlets relying on one upstream assessment from being counted as independent corroboration. The register is intentionally open-ended and will expand as additional source paths are recovered.

Classification rule. Inclusion records relevance to the genealogy or transmission of the theory; it does not imply agreement with the source, proof of the allegation, or independent intelligence value. Independence must be tested at the level of ultimate sourcing, not merely by counting names, publications, or institutions.

Analytic symmetry and anti-capture rule

This journal treats PRC united-front and official narratives, exile-media narratives, policy advocacy, anti-Masonic claims, and institutional self-descriptions as interested source environments rather than default frames. A source may accurately preserve a document while still selecting, amplifying, or interpreting it in ways that serve institutional interests. The analysis therefore states what each public record affirmatively establishes, identifies the additional insider or archival evidence needed for stronger conclusions, and keeps capability, intent, authorship, coordination, and implementation as separate questions.

Three competing suspect configurations in the source chain

The materials do not allocate responsibility to one stable actor. They produce three rival—and in Kennedy’s lecture partly overlapping—accusatory models: the West (in He Xin’s account, especially Freemasonry and Western financial elites; in Kennedy’s account, especially Big Pharma, the “Big Three” asset managers, and associated global-policy networks); the CCP/PLA; and a combined model in which CCP/PLA actors co-opt, collaborate with, or exploit Western pharmaceutical, financial, governmental, or global-policy institutions. “Suspect” here means an actor accused within the source chain, not an actor proved responsible.

He Xin chiefly allocates agency to Western actors—especially Freemasonry, Rockefeller-associated interests, and the Western financial industry. Western commentators chiefly allocate agency to the CCP/PLA. Kennedy does both: he relies on the alleged Chi speech to accuse the CCP/PLA while also directing suspicion toward Big Pharma, the Big Three, Event 201, WEF/globalist actors, and Western institutional capture, and he explicitly raises the possibility that China would seek to co-opt Big Pharma. The overlap between He Xin’s and Kennedy’s focus on hidden transnational networks and Western financial power is notable. It also supports a hypothesis of selective convergence of interests: their otherwise different political narratives can both gain force by identifying the same Western financial and transnational institutions as concealed centers of power, thereby enabling mutual or parallel amplification. That convergence is limited to a shared target—Kennedy simultaneously accuses the CCP/PLA—and does not by itself establish common sourcing, direct coordination, organizational alliance, or the truth of either allegation.

Methodological boundary: this three-way map does not establish that any accusation is true, that any named actor conducted a biological attack, or that narrative convergence reflects operational coordination. It is a provenance instrument. The inquiry records who accused whom, which propositions recur, how those propositions moved between sources and institutions, and how far each information or intelligence claim can be traced backward to its earliest presently recoverable documentary root. An earliest recoverable source is not necessarily the ultimate origin.

Methodological extension · follow money, control, access, and durable social ties

The unit of analysis is the operating network, not the actor’s preferred ideological label. “Communism,” “Leninist vanguardism,” “fascism,” “anti-communism,” “capitalism,” and “globalism” may describe doctrines, identities, or rhetorical positions, but none by itself establishes who controls an organization, who finances it, who receives privileged access, who supplies technology, or who benefits from a policy. An actor can publicly oppose communism while maintaining profitable, access-seeking, or influence-bearing relationships with CCP-linked companies. Conversely, criticism of corporations does not prove alignment with Beijing. Each relationship must be demonstrated.

Temporal rule: the network should be reconstructed in three layers—formation (earliest financial and organizational supporters), persistence (long-running intermediaries and institutional bridges), and current implementation (today’s ownership, financing, lobbying, supply chains, policy access, and technology relationships). A historical tie should not be assumed to remain operative; a current tie should not be treated as historically continuous without evidence.

Dual implementation risk: one risk lies in the CCP’s own party-state, military, security, and corporate structure. A second lies in foreign actors who knowingly collaborate, are coerced, pursue market access, or rationalize accommodation because profits and influence depend on access. These are analytically distinct. Commercial incentives make accommodation plausible; they do not establish that every U.S. corporation operating in China “sides with the CCP.” The relevant question is what each actor actually did, under what incentives, with what knowledge, and with what effect.

Institutional basis and limit: Ledeen’s 2002 essay supplies an early American “corporate-state” interpretation. PRC Company Law now expressly provides for Communist Party organizations in companies and requires companies to provide necessary conditions for Party activity. The CPC Constitution separately describes Party leadership and guidance across the economy. These records justify examining Party-corporate interfaces; they do not by themselves prove operational direction of every firm or collusion by a foreign counterparty.

From Communism to Fascism—and Back Toward Communist Party Command?

The useful comparison is dynamic rather than taxonomic. A regime can retain markets, private fortunes, corporations, and foreign investment while changing the location of final authority. The test is whether economic and social institutions gain autonomous power or are progressively subordinated to a ruling party, leader, security apparatus, or executive.

Measure democratic backsliding before assigning labels

Current monitors disagree on degree but identify real deterioration. V-Dem’s 2026 report describes rapid executive aggrandizement and severe weakening of constraints; Freedom House still rates the United States “Free” at 81/100, while recording its sharpest decline among countries in that category.

  • Watch executive power, legislative oversight, judicial independence, and civil-service neutrality.
  • Track retaliation or pressure involving media, universities, civil society, firms, and political opposition.
  • Preserve election integrity, federalism, organized resistance, and judicial review as counter-indicators of resilience.
Common test across all three cases

Track changes over time in final decision authority, ownership and control rights, security-service reach, military-economic integration, civil-service independence, legislative and judicial constraint, media and academic freedom, election integrity, emergency powers, state-business patronage, and the cost imposed on organized opposition. The same indicator may be present at very different magnitudes; resemblance is not equivalence.

Unanswered justification questions at the beginning of the inquiry

The study did not begin by assuming that repetition proved either authenticity or coordination. It began by asking whether seven distinct propositions could justify the research. A question is sufficient when an affirmative answer alone warrants a disciplined inquiry; it is necessary when the larger evidentiary or policy judgment cannot responsibly be made without answering it; and it is both when it independently justifies the study and must also be resolved before the recurring narrative can carry its claimed weight.

Three or more apparently separate voices that rely on one higher-level source, briefing, intermediary, or prior publication constitute a single derivative stream. If genuinely independent access paths converge on the same nonpublic proposition, the convergence may have intelligence value; it still requires accuracy, access, and provenance testing.

1. “The next generation holds great promise” means willingness to kill protected persons

Li reads the old “second-line” military leader’s excitement as resting on one result: more than 80 percent supposedly answered that they would fire on women, children, and prisoners of war. To listeners familiar with senior PRC military rhetoric, Li says, the voice sounds like Chi Haotian. He identifies this inversion—treating readiness to kill noncombatants and captives as evidence of political promise—as the keynote of the entire text.

In Li’s deliberately polemical language, the ideological remolding associated with Jiang Zemin had reached the point at which “bestiality replaced humanity.” The evidentiary value of this statement is its identification of the document’s moral logic; the stylistic attribution and the claim about Jiang’s political project require separate proof.

2. “Peace and development” is not modified but expressly displaced

The second substantive paragraph says that twenty years of “pastoral peace and development” had reached its finale. Li reads the adjective “pastoral” as derisive and the “finale” as an explicit rejection of Deng Xiaoping’s proposition that peace and development were the principal themes of the contemporary world.

The opening therefore does more than predict war. It treats the peace-and-development framework as naïve, exhausted, and unworthy of continued strategic allegiance.

3. “Modernization under the saber” is read as military guardianship and domestic coercion

Li identifies “modernization under the saber” as a slogan associated with hawkish military discourse and as reassurance offered by Jiang Zemin to the armed forces. In his reading, modernization is to proceed under military supervision. Jiang’s allies may have imagined the saber as a means of supervising Hu Jintao and Wen Jiabao and protecting Jiang’s continuing position, yet no uniformed officer was admitted to the Politburo Standing Committee. Li therefore argues that the officers were not autonomous guardians of modernization but tightly controlled instruments, and that the saber’s practical target was ultimately the domestic population.

Russia is a comparator for centralization, militarization, security dominance, and conditional business autonomy, not proof of a shared communist destination. For the United States, current monitors justify active scrutiny of executive aggrandizement, weakened constraints, civil-service politicization, media and academic pressure, state-business patronage, and electoral administration. They also record surviving elections, courts, federal structures, civil society, and mass resistance. The comparison is an early-warning framework rather than a declaration that the three regimes are the same.

The CCP has a single goal, the control

of the earth and all the peoples of it.

They have declared a people's war

against the United States. You really

need to understand their belief in

unrestricted warfare. The Chinese

defense [music] minister, General Shiho

Shin. So for him, expansion outside of

[music] China is critical. It is clear

that he says our future strategy is

against the United States. We need

living space. They have it. Only by

using non-destructive weapons that kill

many people will we be able to reserve

America for [music] ourselves. It is

indeed brutal to kill one or 200 million

Americans, [music] he says. But that is

the only path that will secure a Chinese

century in which the CCP leads the

world.

Before I begin my talk, I would like to

make a point that I think needs to be

made. I think you know this but we're

living in very strange times.

It's often very difficult to understand

such times. The human eye may look for

anomalies

but the human brain looks for which is

that which is regular and predictable.

It wants to reject anomalies and prefer

instead normaly.

This is one reason that the term

conspiracy theory can gain such

traction.

In the early days of the COVID pandemic,

it was said that it might have come from

the Wuhan Institute of Viology. No, no,

no. That that was just a conspiracy

theory. It was said that can't be true.

This is heard a lot these days to the

point where it really is the go-to meme

on MSNBC or CNN or any of the mainstream

media when they don't like what is being

said. It's a conspiracy theory. Whether

it's COVID, the vaccine, election fraud,

or anything that deviates from the

accepted narrative,

when you examine everything that's going

on today, you can't quite make sense of

what is going on. You need to ask

yourself the simple question, why is

this happening? What's going on here? Is

this all a series of random events, or

is there order, planning, and high

government policy at work?

Robert Kennedy mentioned the other night

the event 2011 project the so-called

tabletop experiment on how to deal with

the corona virus pandemic

that included very important people from

within the government and outside the

government. Averil Haynes was there.

She's today the director of national

intelligence in the Biden

administration. She just happened to be

there. Christopher Elias from the Bill

and Melinda Gates Foundation just

happened to be there. George Ga from the

Chinese CDC, representatives from the

World Economic Forum and the like.

People who'd be influential in the

media. Now, this isn't random. This is

this is policy at work, strategy at

work. People mean to do these things for

a reason. There's something going on.

And as much as I enjoyed the lectures by

Robert Kennedy and Naomi Wolf, and I

agree with everything that was said by

them, I just want to remind us once

again, these are not mainstream views.

Nowhere close to it. It's not going to

be accepted very far outside this room,

unfortunately.

Nor will anything I have to say be very

mainstream, no matter how much people

are waking up to the threat from

communist China.

Much work needs to be done and I am most

grateful that Hillsdale College is at

the forefront of presenting these ideas

to a candid world.

As chairman of the committee on the

present danger China which I founded

with Steve Bannon and Frank Gaffne in

219, I had the pleasure I have the

pleasure of working with a group of

scholars, writers, intellectuals, former

military and intelligence officials,

academic

policy analysts and the like to

understand what communist China is

trying to do to destroy the United

States. Much of what I have to say today

will be the product of four years of

work by the committee to try to

understand the mockinations of communist

China and our own government which has

seemingly become very malleable and

subject to manipulation by the CCP.

I would humbly argue that for the last

three years, the United States with

everything the United States has

experienced has been an exercise in

information, political and psychological

warfare aimed at the American people

both from abroad and from forces here at

home. This includes a bowarfare attack

against the United States, although it

was treated even today as something

else. And that really is the purpose of

my talk to see if we can understand

that. Specifically, I'd like to discuss

the Chinese Communist Party and its

interplay with big pharma. Now, now I'd

like to do three things this afternoon.

First, I'd like to describe the

strategic objectives of the Chinese

Communist Party. Second, I'd like to

discuss big farm and how it has failed

the American people. And finally, I'd

like to discuss how I think both of

these entities are working to destroy

the United States and the free world.

First, the CCP.

It has a single goal, the control of the

earth and all the peoples of it.

Three things should inform how we deal

with and think about the Chinese

Communist Party. And here we are trying

to understand the Chinese Communist

Party as they understand themselves.

The first is that they have declared a

people's war against the United States.

A people's war.

They declared this in May of 2019

against the United States. This was

published in the People's Daily, which

is a media arm of the CCP. It was a

signal to the people of China that an

unconventional war would be waged

against the United States, and that they

should prepare themselves for war. So it

was first a message to the Chinese

people themselves.

The reason for this people's war was

that the United States had the timmerity

to try to enforce some kind of ban,

some kind of mechanism to stop communist

China, the people's liberation army, the

industrial espionage units within it,

and private cyber thieves within

communist China from stealing about $500

billion dollars a year in intellectual

property from in the United States.

That's $5 trillion over a decade, the

Trump administration had said. So

because we had the temerity to ask them

to quit stealing $5 trillion of our

intellectual property, they declared a

people's war on us. That's how they

think of us. That whatever we have

belongs to them.

And I'd also say that People's War was

not just about money.

It was also about political control.

They believed they had control of the

United States before Donald Trump and

the MAGA movement. They had captured the

elites in the West. They thought they

had bought them off. Major media figures

like Rupert Murdoch were sympathetic to

them. The masters of the universe on

Wall Street like Larry Frink at Black

Rockck or Steven Schwarzman at

Blackstone were all making billions of

dollars doing business in communist

China. They they the CCP believed they

had complete control of the oligarchs in

the United States. That much was clear.

The MAGA movement and Donald Trump

however represented something different.

It represented a genuine resurgence of

American nationalism. [clears throat] It

represented an awakening for the

American people.

The communist movement that has operated

in this country for the better part of a

century was having a lot of success

prior to Donald Trump.

If the primary goal of communism or a

communist revolution is to first

demoralize the American people,

which is an absolute requirement for a

communist revolution, demoralization,

Donald Trump represented a

remmoralization of the American people

that from the Chinese communist point of

view could not be tolerated.

The United States is the most powerful

nation of the Judeo-Christian West. With

Donald Trump as president, the

principles of human freedom and the

great traditions of the Christian West

were being reborn.

For that reason, the Chinese Communist

Party must have believed that it must be

destroyed or at minimum, Donald Trump

needed to be destroyed politically.

Within six months of their declaration

of a people's award, the CO 19 virus was

spreading throughout the world. And it

matters little whether it was

intentionally

leaked from a lab or not. What is clear

is that they allowed it to spread

throughout the world knowing the harm it

would cause. And just as a practical

matter, even if it were an intentional

attack, in war, deception matters. And

even an intentional attack would require

that it look like an accident,

as I I'll discuss a little later,

but it was always going to be presented

as the possibility of a lab leak.

Now

again regardless

CO 19 was used as a bioweapon against

the United States which leads me to the

second point in this section.

When you're trying to understand

communist China you really need to

understand their belief in unrestricted

warfare.

There was a famous book by two colonels

in 1999.

They were colonels of course of the

people's liberation army and they wrote

a book called unrestricted warfare and

it's been a popular document that I and

my colleagues on the committee on the

danger point to because it's one of the

ways to understand China and how they

think about policy and state craft.

In the book, the two colonels believe

that war between China and the United

States is inevitable

and the PRC they believe must be

prepared if they are to win to engage in

whatever means are necessary to achieve

this. And they say the variable means to

achieve this victory include the use of

economic warfare, cyber warfare,

information warfare, political warfare.

They use this phrase terrorism,

bowarfare, and the like.

They write that. They tell the world

this in 1999.

Wars as we know are fought on

battlefields on the seas. But yes, today

they are also fought online in the

media, in boardrooms, in classrooms and

in laboratories.

Their purpose in writing this document,

which was very well known in China and

outside of China, was to lay down a

marker with US policymakers,

that nothing was going to be out of

bounds when it comes to how the PRC

viewed the United States.

They wanted to make sure the PRC was

capable of waging war, that they were

committing committed doing so whenever

and wherever it took.

So for all the commerce we in the United

States may engage in with the PRC, we

ought to have no illusions that they see

themselves as our enemy and an enemy

that they are allowed to do anything

they want to because after all, from

their point of view, they're in a war

with us.

This leads me to the third part of my

section on Chinese the Chinese Communist

Party and that's work that's been

extensively done by my colleague on the

committee on the present danger J.R.

Nyquist

and he's really done extensive work in

promoting a secret speech that was given

in 2003

and it deals with what the Chinese

communists think of as the problem of

America

and it was articulated in this speech by

the Chinese defense minister General

Shiho Shin.

He gave it to members of the pilot

bureau and I'm going to focus a bit on

it today because I think it is one of

the most underappreciated documents that

are intelligence community has and does

not highlight. And I think you'll see

where I'm going with this um

as I lay this out.

He's talking to the people within the

pilot bureau who are going to be

planning out the future of Chinese

strategy

and he's taking a long-term view the way

the Chinese typically do. As he's laying

out the problems for them to deal with,

he is referencing Nazi Germany first in

World War II. Of course, he says

about Nazi Germany, the following are

the fundamental causes of their defeat,

the Nazis. First, they had too many

enemies all at once, as they did not

adhere to the principles of elim

eliminating enemies one at a time.

Second, they were too impetuous, lacking

the patience and perseverance required

for great accomplishments.

Third, when the time came for them to be

ruthless, they turned out to be too

soft, therefore leaving troubles that

resurfaced later on.

So just for perspective, Shiho Shin

believes the Nazis were inherently, as

he says, too soft to win the Second

World War.

So he lays out what ought to have been

their strategy. He says, "Let's presume

that back when Germany and Japan had

been able to keep the United States

neutral and had fought a protracted war

step by step on the Soviet front, if

they'd adopted this approach, gained

some time to advance their research,

eventually succeeded in obtaining the

technology of nuclear weapons and

missiles and launched attacks

against the United States and the Soviet

Union using them, then the United States

and the Soviet Union would not have been

able to defend defend themselves and

would have had to surrender.

Little Japan, he says, in particular,

made an egregious mistake in launching

the sneak attack on Pearl Harbor. This

attack not hit the vital parts of the

United States. Instead, it dragged the

United States into the war, into the

ranks of the gravediggers that

eventually buried the German and

Japanese fascists.

Pretty interesting the way he thinks of

that. He goes on to say, "Oost

ostensibly in comparison, today's China

is alarmingly similar to Germany back

then. Both of them regard themselves as

the most superior races.

Both of them have a history of being

exploited by foreign powers and are

therefore vindictive.

Both of them have the tradition of

worshiping their own authorities. Both

of them feel that they have insufficient

living space. Both of them raise high

the two banners of nationalism and

socialism and label themselves as

national socialism. Both of them worship

one state, one party, one leader, and

one doctrine. He's comparing himself in

this to the Nazis.

So bear with me here because he really

is trying to make an argument to the

pilot bureau about how they need to

think about their strategic future. He

goes, first is the issue of living

space. this is the biggest focus on the

revitalization of the Chinese race.

He basically then starts complaining

that they don't have enough land in

which to live. China, big country, but

with a big population.

He starts complaining about how they've

polluted communist China. This is 2003.

They polluted communist China to the

point where it's unlivable. He says,

"Anybody who has been to Western

countries know that their living space

is much better than ours. They have

forests along the highways while we

hardly have any trees by our streets.

Their sky is often blue with white

clouds while our sky is covered by a

layer of dark haze. Their tap water is

clean enough for drinking while even our

groundwater is so polluted that it can't

be drunk without filtering. They have

few people in the streets and two or

three people can occupy a small

residential building. In contrast, our

streets are always crawling with people

and several people have to share one

room. So he's establishing in this story

their resentment of the west that they

should have these resentments against

the west.

He goes on from the perspective of

history the reason that China is faced

with the issue of living space is

because western countries establish

colonies ahead ahead of eastern

countries.

Western countries establish colonies all

around the world. therefore giving

themselves an advantage on the issue of

living space. To solve this problem, we

must lead the Chinese people outside of

China so that they could develop outside

of China. Now, this is a really

important point for it does to be the

the uh beginning of a change in Chinese

strategy at least when it comes to their

public presentation. Now, it's often

said the Chinese are not an expansionary

people, that they're an inward-looking

people. They've been around for 5,000

years, and they've not expanded beyond

where they currently are. That's the

narrative we're told of communist China.

But General Shei makes this point. He

says, "There's no need to worry about

this issue."

Comrade Ma Dong said that if we could

lead the Chinese people outside of

China, resolving the lack of living

space in China, the Chinese people will

support us. At that time, we don't have

to worry about the labels of

totalitarianism or dictatorship. So

already in China, they were feeling

criticisms of totalitarianism

and dictatorship within China. And so he

says as a practical matter, whether we

can forever represent the Chinese people

depends on whether we can succeed in

leading the Chinese people out of China.

After some deep pondering, we finally

come to this conclusion. Only by turning

our developed national strength into the

force of a first striking outward. Only

by leading people to go out can we win

forever. The Chinese people's support

and love for the Communist Party. Our

party will then stand on invincible

ground and the Chinese people will have

to depend on the Chinese Communist

Party. They will forever follow the

Communist Party with their hearts and

minds as as was written in a couplet

frequently seen in the countryside some

the Communist Party. So for him

expansion outside of China is critical.

That is the thing that matters. He says

what is the third issue we should clinch

firmly in order to accomplish our

historical mission of national

renaissance. It is to hold firmly on to

the big issue of America. The

Renaissance of China is in fundamental

conflict with Western strategic interest

and therefore will inevitably be

obstructed by the Western countries

doing everything they can. So only by

breaking the blockade formed by the

Western countries headed by the United

States can China grow and move forward.

And so it is clear that he says our

future strategy is against the United

States. We need living space. They have

it.

So he says, "Therefore, solving the

issue of America is key to solving all

other issues."

First, this makes it possible for us to

have many people migrate there and even

establish another China.

Another China, he says, under the same

leadership of the CCP. He says, "America

was originally discovered by the

ancestors of the yellow race."

He says, "We the descendants of the

Chinese nation are entitled to the

possession of this land. It is said that

the residents of the yellow race have a

very low social status in the United

States. We need to liberate them."

Second, after solving the issue of

America, the western countries of Europe

would bow to us, not to mention Taiwan,

Japan, and other small countries.

Therefore, he says, solving the issue of

America is the mission assigned to the

CCP members by history.

Now,

there is something very powerful in that

formulation.

The idea that he thinks that

America is theirs

and that there are people here, Chinese

people here that need to be liberated

should be of great concern to all of us.

Now he says, this is almost the end only

by using special means to clean up

America will we be able to lead the

Chinese people there. This is the only

choice left for us. This is not a matter

of whether we are we whether we are

willing to do it or not. What kind of

special means is there for available for

us to clean up America. He says

conventional weapons such as fighters,

cannons, missiles, and battleships won't

do.

Neither will highly destructive weapons

such as nuclear weapons. We are not as

foolish as to want to perish together

with America by using nuclear weapons.

Despite the fact that we have been

exclaiming that we will have the Taiwan

issue resolved at whatever cost.

Only by using non-destructive weapons

that kill many people will we be able to

reserve America for ourselves. There has

been rapid development of modern

biological technology and new bioweapons

have been invented one after another.

Of course, we have not been idle. In the

past years, we have seized the

opportunity to master weapons of this

kind. We are capable of achieving our

purpose of cleaning up America all of a

sudden. When comrade

Xiaoing was still with us, the party

central committee had the p per

principacity to make the right decision

not to develop aircraft carrier groups

and focus instead on developing lethal

weapons that can eliminate mass

population of the enemy country.

So the point is he's going to use

biological weapons against us.

He says, "Biological weapons are

unprecedented in their ruthlessness, but

if the Americans do not die, then the

Chinese have to die. If the Chinese

people are strapped to the present land,

meaning if they're stuck in China, a

total societal collapse is bound to take

place."

According to the computation of the

author of Yellow Peril, more than half

of the Chinese will die. He lays he lays

out how many of them are going to die.

He thinks you know 800 million are going

to die.

So he says we must prepare ourselves for

two scenarios. If our biological weapons

succeed in the attack, the

Chinese people will be able to keep

their losses at minimum in the fight

against the United States. If however

the attack fails and triggers a nuclear

reaction from the United States, China

would perhaps suffer a catastrophe in

which more than half of its population

would perish. This is why we need to be

ready with air defense systems for our

big and medium-sized cities. Whatever

the case may be, we can only move

forward fearlessly for the sake of our

party and state and our nation's future.

regardless of the hardships we have to

face and the sacrifices we have to make.

It is indeed brutal to kill one or 200

million Americans. He says, but that is

the only path that will secure a Chinese

century in which the CCP leads the

world. We as revolutionary humanitarians

do not want death. But if history

confronts us with a choice between the

deaths of Chinese and those of

Americans, we have to pick the latter.

As for us, it is more important to

safeguard the lives of the Chinese

people and the life of our party. That

is because after all, we are Chinese and

members of the CCP.

Since the day we joined the CCP, the

party life has always been above all

else. History will prove that we made

the right choice.

Now that is a powerful powerful

formulation of how they think of

themselves. And the idea that they

describe using biological weapons

against us has a way of in my mind

it gives some logic to everything we've

been living under for the past three

years. that whereas we the United States

and Robert Kennedy did a great job of of

laying all the concerns we had about

biological weapons, whereas he laid out

why we wouldn't want to use them even if

the CIA had them. The Chinese have they

have no illusions about any of this.

They think why would if we really want

that place America

with its, you know, the fertile lands

that we have, the beauty of it, but just

the economic capacity of it. Why would

we want to destroy it with nuclear

weapons?

Why not just kill the people? And the

way you kill the people with is with

biological weapons.

But here's something that he says,

you know, as he concludes his speech

that I found the most interesting, if

you can believe it. He talks about in

1995 a meeting of the Gorbachev

Foundation in San Francisco 1995.

And he says this is a shocking US

conspiracy. So this is a meeting of like

the World Economic Forum types, but back

in 95, it's Gorbachev's foundation. He

says there are 500 uh business leaders

there, important statesmen, economic

leaders, scientists. George W. Bush who

he said who was not the president.

Baronis Thatcher was there. Tony Blair

was there. It's a big new Brzinski,

George Soros, Bill Gates. They were all

there. He says, and this is true. I I

did investigate this from September 27th

to October 1st in 1995.

and they're talking about the world's

population among among other things.

It's a very sort of future-looking

meeting of all these world leaders, not

unlike what the World Economic Forum and

George and George Soros and and um Claus

Schwab do today.

But back then in 1995

they they they basically come to a

conclusion at this conference that the

planet the economic productivity of the

planet could be done by about 20% of the

population.

So that four-fifths of the planet, 80%

would in and this is these are these are

General She's words. Now he says the

people in attendance thought that this

excess 80% population would be a trash

population and a quote high-tech means

should be used to eliminate them

gradually.

Now,

this kind of a conversation was actually

had in 1995 in San Francisco by these

types. Now, I'm not saying George Bush

believed any of this or or you know,

Baroness Thatcher or anybody else, but

when you get these globalists together,

I'm not saying those are globalists, but

when you get people who are looking in

this global way together, there are

always going to be some who believe that

the world's overpopulated

and that we have to do something about

it.

So from the point of

General Shei,

he's saying

we polluted China to the point where

it's unlivable.

They need living room, not unlike the

Germans, Liebon's realm. That it's going

to take pressure off them politically

with the Chinese people if the Chinese

people can go outside their borders.

That they're eventually going to have to

fight the Americans anyway. that America

is essentially the only country standing

in their way

and so they're going to use biological

weapons to take America down. And he's

saying these globalist powers in that

meeting in San Francisco

8 years previous

were conspiring back then to eradicate

the world's population anyway.

And so the CCP ought to act first.

Now,

this is not an unknown speech among the

American intelligence community. It's

not subscribed to because if you

subscribe to this what I just said, you

have to do something about communist

China. You have to take that seriously

and so much easier not to take it

seriously.

Um, just as as a closing note on General

Shei, this guy was not a marginal

character. He was responsible for

organizing the the um how to deal with

TN men square in 1989.

He organized that which was one of the

most sophisticated

exercises in political suppression in

the history of mankind. He would be sent

to Washington after that. He was

promoted after Tanman Square. He would

go to Washington all the time and give

military talks, militarytoilitary talks.

So, our military knows him well. They

know he's a serious guy. And I spent

time on this, a lot of time on this

because if we're going to win the war

we're in with them, we need to

understand that this is how they're

thinking about us.

They're thinking about not merely

hurting us, but potentially killing all

of us and taking North America.

And they think about about it not in

terms of sort of some like native hatred

of the United States, but they're saying

essentially we've destroyed China. We

need to go somewhere else. If we're

going to have to fight a war with the

Americans anyway because they're the

only thing standing between us and and

global domination, we might as well

start now.

And one could argue they've spent 20

years preparing for that.

Within that context,

in my time remaining, I'd like to focus

on big pharma and its relation to that.

Because if you're China, would you have

an interest if you're about to engage in

biological warfare?

Would you want to co-opt

big pharma? One would one would have to

think. That wouldn't be a crazy idea.

In this country, we've promoted big

pharma in a variety of ways because any

nation

like ours should have an advanced

industry where we can investigate the

best medicines.

We today, as has been discussed during

this conference,

we in America have invested billions of

dollars in universities,

um, laboratories.

We put money into all sorts of research

to develop new pharmaceuticals to deal

with all sorts of diseases.

And we should have been focusing as well

on the supply chain.

Now, the government agencies,

it appears, were co-opted by big pharma.

In a properly functioning republic, it

wouldn't be crazy to put public monies

to encourage big pharma to invest in

certain things. But, as to be expected,

you know, we screwed that up as a

nation. We put money into big pharma and

big pharma did what it wanted to do, not

what was good necessarily for the

American people. For the last half

century, we have substituted, in my

judgment, common sense for pills. Now,

without the communist raising a finger,

we're becoming ever obese as a society.

Instead of encourage encouraging people

to lose weight and exercise, we give

them pills to lower their cholesterol

and blood pressure. Not crazy. If they

have high cholesterol and high blood

pressure, it is thought. But because the

body doesn't react well to that

pharmarmacology, an array of other

problems occur within human beings. And

so big pharma has been in the business

to make money by dealing with all the

problems that either one set of drugs

cause or that vaccine causes. And I

think Bobby Kennedy, Robert Kennedy Jr.

had a had an excellent treatment of all

that. And you can see big farm has

gotten so rich

that you know you watch any sports or TV

show and you you you know it's sponsored

by commercials are by you know Fizer,

Maderna, Novartis you know I I I

especially like the ones where you know

they're they're talking about you know

fixing you have a pain pain in your

lower back and they can give you

something and they start listing off all

the side effects that include you know

a variet iety of things including and my

favorite always is suicidal tendencies,

right? You know, you your lower back's

going to feel great, but you may have

these suicidal tendencies. Um,

but you almost think these are such

obscure drugs. What is the point of

advertising for them? And then you

realize maybe they're not really

advertising to fix the problem, but to

control the networks

because they're advertising things that

they can't be making that much money on.

But if they control the networks by

subsidizing all these TV shows, I mean,

everything is, you know, brought to you

by Fizer, then that has a corrupting

influence. So big pharma using our tax

dollars have created drugs that have

made them a lot of money that have not

made us healthier. I think one of the

speakers earlier in the week highlighted

some of this

and

it's a national tragedy that we haven't

woken up to to this before now. Now, if

that wasn't bad enough though, um, one

of the members of our committee on the

present danger China is Rosemary Gibson.

She's one of the founding members and

she wrote a book called China RX. So,

not only we done all this with big

pharma, we've exported much of the

production of this now to communist

China so that they can make all the

money.

The upshot of her scholarship was that

in ever greater pursuit of profits,

America's pharmaceutical industry has

exported both the manufacturer of

pharmaceuticals and the active

pharmaceutical ingredients from which

the drugs are made. And a substantial

amount of the research now Fiser makes

deals with you know not merely Fosen

Pharma but but other laboratories in

communist China to do all the research

on this.

So it was not just that we would find a

place to make the drugs at a lower cost,

but we would take a thriving industry, a

real industry in America to try to

research,

you know, chronic illness and disease

and things that were really bothering us

and and things that we might be able to

deal with. And we we take those billions

of dollars worth of jobs in America and

we and we export that to communist

China. we offshore that as well. So, I'm

not even saying we should be taking

these drugs, but if we are going to make

these drugs, we should at least make

them in the United States. And the

crazier part to all this,

I don't want to run out of time here.

The crazier part of all this is that um

the Chinese want to be the world's

pharmacy. They say their strategy is to

be openly the world's pharmacy. So they

not only want to produce the drugs, they

want to produce the active

pharmaceutical ingredients, they want

they want the money for the research to

investigate all these things. So when

Tony Fouchy, Anthony Fouchy goes and has

the Wuhan Institute of Viology through

Echo Health Alliance, you know, do what

appears to be gain of function research.

This is just how the how the world works

here. Just how the world works. We're

just going to let China do all this for

us. Apparently, these are jobs Americans

just won't do, which is research and and

manufacturing, all of which is crazy.

If there's a piece of good news of

highlighting all this, the Trump

administration did take this seriously

in um 2018. Before 2018, there was

literally no one in the US government

responsible

for knowing where our pharmaceuticals

were being manufactured.

They knew they were being manufactured

all throughout the world. They just no

one it was no one's job to really track

that as if they were kind of indifferent

to the fact that now 80% of the active

pharmaceutical ingredients are made in

communist China.

And in 2019,

the Trump administration took that took

these facts very seriously. Uh to where

now both the DoD and the FDA have to

report to Congress on the status of

certain medicines here. We still have

not brought back onshore to the United

States the production of these active

pharmaceutical ingredients. It turns out

once you close down these factories,

it's very hard to open them back up. Um

but it is it is my sincere hope should

be all of our sincere hope that um we do

that quickly because as one Chinese

official said uh after after in 2020

there was a lot of criticism of the

Wuhan Institute of Viology and the idea

that it was an intentional attack. One

of the Chinese members of the PA bureau

said that that they were going to start

denying us. Made a threat started he was

going to start denying us. they were

going to start denying us the active

pharmaceutical ingredients and he said

quote we would be drowned in a sea of

corona virus.

So let me just say you know wrapping up

here um

the issue of the vaccines is something

we really need to get to the bottom of

in this new Congress. I think what

President Trump was promised from Fizer

and Maderna was not what we actually

got. I don't think there was I don't

think there was

I don't think there was any time when

someone said to President Trump and I

think Peter Navaro affirms this in some

of the things he's written, "We're going

to give you an mRNA,

you know, gene therapy."

He was promised an honest to God vaccine

of the kind that we took when we were

kids for a variety of things. And so

this was a new thing. He was promised

something that was a traditional vaccine

that was going to save America's lives.

Now, I do think he had he had a faith in

modern science that we now know was

unwarranted that I'm not sure he fully

appreciated just how corrup corrupt our

government agencies

led by Tony Fouchy in part were in

dealing with all this.

Um and and that that seems to me um a

great political tragedy

that we need to uh consider. And I think

I think before Congress, Albert Borla

from the CEO of Fizer, who I should note

is a veterinarian.

Um, not a nothing against veterinarians,

but he's a veterinarian. Um, and Stefan

Bunel of Maderna, they should be asked

how these mRNA gene therapies got to be

our vaccines

because as a practical matter, that just

simply didn't make any sense.

So, let me conclude.

I think what we're seeing here is a

matter of high government policy by

communist China and what I would term

the demonic

forces of globalism

with that are within the organizations

like the World Economic Forum. I think

we're seeing with all of these an effort

to depopulate the planet.

The World Economic Forum and writers

like Paul Erlick have raised a spectre

that we're overpopulated that there's

some 8 billion people

and that we should really only have 500

million or a billion. If you look at

that number from that 1995 conference,

that number is roughly a billion,

right? There's a group of people on this

planet, whether they're communist China,

who would like America or the World

Economic Forum or radical

environmentalists who think we're

overpopulated and now they're going to

do they're going to take it upon

themselves to remake this world.

And so from a big pharma point of view,

if you want drugs that'll lower your

cholesterol, we can produce those.

If you want drugs that will lower the

population, we can do that, too.

Right? We'll put this or that into this

vaccine. We'll put this or that into

this drug.

It's not about money. It's about power.

Big farm is going to follow who whatever

government on this earth is willing to

give them the power to do what they do.

And I I perhaps I'm a little over the

top by calling this demonic, but I think

there's a demonic force here because

there's no other way to explain.

There's no other way to explain, you

know, either big pharma is grossly

incompetent or they're malicious and

evil.

said the virus is a demon and we cannot

interests. They care about the

well-being first and foremost of the

those 90 million.

There's only one nation that stands

between us and global domination.

understand the threats before us. We

must remmoralize our people and be

children of light in the darkness that

Although German fascism also stressed a high degree of centralization, it emphasized only the Führer’s personal power and neglected the collective leadership of the central team. In my previous speech I said that competition for basic resources of survival, including land and oceans, has been the root of the overwhelming majority of wars in history. There will be changes in this information age, but no change in essence. Our per-capita resources were already much less than Germany’s in those years. Added to this are the degrading effects of more than twenty years of economic development and the rapid deterioration of the climate. Our resources have been severely exhausted and our environment severely degraded; the problems of land, water sources, and air are especially grave. Our sustainable development—even the survival of the nation—faces grave threats, far more severe than those faced by Germany in those years. Anyone who has visited Western countries can feel that their living space far exceeds ours. Beside their highways are great forests, while beside our roads it is difficult to see even a few trees. Their skies are often blue with white clouds, while our skies are covered by a black pot lid. Their tap water can be drunk as soon as the faucet is turned, while even our groundwater is so polluted it cannot be drunk without filtering. There are few people on their streets and two or three people occupy a small detached house, while our streets are packed with people and several people crowd into one room. Many years ago someone wrote a book entitled Yellow Peril, saying that when our country reached a population of 1.3 billion, because everyone was aiming at the high-consumption American way of life and our limited territorial resources could not bear the load, a great social collapse would result. Our population has now exceeded this limit and is maintained by imported resources. It is not that we fail to attach importance to this problem. We have a Ministry of Land and Resources that concentrates on it every day. But because the expression “living space” has too many associations with Nazi Germany, it is inconvenient for us to speak publicly about it very much, lest the West think of Nazi Germany and thereby encourage the “China threat theory.” Therefore, when following He Xin’s theory and emphasizing that “human rights are the right to survival,” we deliberately speak only of “survival” and do not mention “space,” avoiding the term “living space.” Historically, the reason China faces the problem of living space is that Western countries developed before Eastern countries and were therefore able to colonize the entire world, giving them an advantageous position on the question of living space. To solve this problem, we must lead the people outward and develop abroad.

Before “June Fourth,” we vaguely realized that so long as China was enabled to stand up, we could win the people’s support and love for the CCP, and therefore we had to strive for several decades of peace in which to develop China. It did not matter what doctrine—whether a white cat or a black cat, any cat that could develop China was a good cat! But at that time we had not maturely considered how international disputes would be handled once China had developed. At the time Comrade Xiaoping proposed that the themes of the contemporary world were peace and development. But the “June Fourth” riot sounded an alarm bell for our Party and taught us a lesson we will remember most vividly. The pressure for China’s peaceful evolution forced us to reconsider the themes of the era. We saw that neither the question of peace nor the question of development had been solved. Hostile Western forces always seek to remake the world and remake China in their own image, vainly attempting to use peaceful evolution to overthrow the leadership of our Communist Party. Therefore, merely carrying out construction and development still leaves the possibility of losing the Communist Party’s realm. That “June Fourth” riot almost enabled peaceful evolution to succeed. If a great number of our old comrades had not still been alive and, at the crucial moment, seized power back from the [sensitive-word category] group, we would all have been imprisoned and persecuted to death, and would have had no face with which to report to Marx. But although the “June Fourth” pass was crossed, after the last group of us old comrades dies and no longer stands at the helm, peaceful evolution will still visit China, just as it did the former Soviet Union. In 1956 they suppressed the Hungarian Incident of that time and repelled the attack of Titoite revisionism from Yugoslavia, but they could not withstand Gorbachev more than thirty years later. The reason is that once the old comrades who conquered the country have mostly died, the Communist Party’s realm will be seized by peaceful evolution.

Since reform and opening, we have still had to rely on their capital and technology and still cannot do without the United States. Therefore, we have used every means at our disposal to develop relations with the United States, exerted every effort to learn from the United States in every field, and used the United States as a model for remaking our country. How have we passed through these years of international dealings? Even if we have had to smile to the utmost, even if after being struck on the left cheek we have had to offer the right cheek, we have had to grit our teeth, endure it, and develop relations with the United States. Do you still remember Wu Xun in the film The Life of Wu Xun? To complete his mission, how many punches and kicks did he endure while suppressing the pain! The United States is the most successful country in the world today. Only after we have learned all of its useful experience can we replace it in the future. Although we now imitate the Americans’ tone and say that “China and the United States depend on one another and share honor and disgrace,” we must not forget that the history of our civilization repeatedly teaches us that one mountain cannot contain two tigers.
